Each lag bolt that anchors a panel rail goes through your shingles, your underlayment, and into the roof decking. Each conduit that brings power down from the array needs a weatherproof boot.
When these penetrations are done correctly, they're sealed with purpose-built flashing and roofing-grade sealant that can handle El Paso's thermal cycling and monsoon wind. When done poorly, each one is a potential entry point for water.
What Correct Solar Penetration Looks Like

Panel removal for a roof replacement is not free. It's a separate mobilization, and scheduling it between the tear-off and the new roof installation adds coordination complexity and potential delays.
